3、投标人资格要求
投标人应具备的资格或业绩：投标人必须是制造商，否则投标将被否决 投标人需提供制造商的ISO9001质量管理体系认证证明或同等的质量体系认证证明。 业绩要求： 国内外近5年企业同类型设备安装总量不得少于5台，并提供业绩清单（含使用厂家、设备名称 设备 型号、数量等），国内航空制造业主机厂业绩优先考虑，同时具有5台以上的国外业绩，且正常使用，无不良记录。提供产品样本（照片）作为技术状态证明；并提供投标人现已安装的、行程接近的同型号产品总产量及国内、国外用户清单。说明投标人在中国境内设置售后维修机构及备件储备情况。

1?Five-axis gantry powerful machining center?2?6.1 Bid Evaluation Committee independently gives score to bidding documents which pass coincidence inspection, business evaluation and technology evaluation according to evaluation content (see detailed rules and regulations table about score evaluation attached to the following content for details) specified by Tendering Documents and respectively calculates&n bsp;item ized score of evaluation content of each bidder, such as price, business, technology and service etc. 6.2 Scoring result of evaluation content like business, technique, service etc. by members of Bid Evaluation Committee for the same bidder is adjusted and corrected separately according to principles ruled by Clause 6.6. 6.3 Bid Evaluation Committee shall gather every member’s evaluation results adjusted and corrected separately according to Clause 6.2. The bidder’s composite score equals the score sum of evaluation content like price, business, technique, service  ;etc.&nb sp;6.4 Bid Evaluation Committee shall rank every bidder according the composite score. When composite scores are the same, recommend bid winner by score of itemized in priority of price, technique, commerce, service, etc. Namely, if composite score are the same, recommend the bidder with high score in price to be bid winner; if the scores of price are the same again, the bidder with high score of technique is preferentially recommended; and so on. 6.5 Bid Evaluation Committee shall recommend 1-3 bidders in highest composite score. However, if  followin g situations occurs to the bidder ranking the first in composite score, Bid Evaluation Committee shall recommend the bidder ranking the second in composite score. If all bidders don’t match recommendation conditions, the biding is invalid. (1) The tender evaluation price of the bidder is beyond 40% of arithmetic mean value of bid evaluation price of all effective bidders. (2)The bidder’s score in technique is lower than 30% of the arithmetic mean of score in technique of all effective bidders. 6.6 When itemized scores of the same bidder’s&nbs p;commer ce, technique, service and others by members of Bid Evaluation Committee have a gap, adjust according to following principles: The itemized score by a member of Bid Evaluation Committee is ±20% beyond the average score by all members of Bid Evaluation Committee, the member’s entry score will be cancelled and replaced by average score by members of Bid Evaluation Committee who aren’t beyond the range(called “score revised”); if the itemized scores by all members of Bid Evaluation Committee are ±20% beyond the average score by all members o f B id Evaluation Committee, average score by all members of Bid Evaluation Committee is the bidder’s itemized score.

3.Qualification Requirements For Bidder
Qualifications or Performance：The bidder must be manufacturer, otherwise the bidding will be rejected. he bidder is required to provide the certification of ISO9001 quality management system of manufacturer or equivalent quality system certification Achievements requirement ： Similar type equipment installation in domestic and overseas market should not be less than 5 sets in last 5 years, and list of achievements should  be  provided (including user name, name, type and quantity of equipment), priority consideration will be given to the achievements for main plants of domestic aircraft companies; meanwhile, overseas achievements of 5 sets and above in normal use without bad record should also be available. Product samples (photo) should be provided as proof of technical status; total production quantity of same type equipment with similar trip ,which had been installed by the bidder , should be also be provided with the list of clients in domestic and overseas market.  Al so indicating aftersales service and the spare parts inventory set in China by the bidder.
